Critical Shortage of Interceptor Missiles Compromises Ukrainian Airspace Protection and Increases Vulnerability of Civilian Infrastructure

The Ministry of Defense of Ukraine issued an institutional alert regarding the direct impact that the shortage of Western-technology interceptor missiles has had on the country's capability to respond to high-complexity aerial attacks. The scarcity of ammunition for heavy defense systems, such as Patriot and SAMP-T, has created a critical bottleneck in neutralizing ballistic and high-velocity vectors.

While local defense forces have achieved significant mitigation rates against drones and cruise missiles—driven by the expansion of mobile units and the scaled deployment of new interceptor drones—the containment of ballistic missiles has reached concerning levels of operational limitation. The disparity between the number of available interceptor projectiles and the volume of strikes launched by Russian forces has left strategic targets and residential areas exposed to severe damage.

President Volodymyr Zelenskyy emphasized that the current vulnerability does not stem from radar failures or lack of readiness among ground crews, but strictly from the shortage of supply for already installed heavy interception batteries.

"The shortage of interceptors for air defense systems is the decisive factor allowing ballistic missiles to strike our cities. This is not a matter of a lack of operational capacity, but a physical shortage of ammunition to protect civilian lives and vital infrastructure," stated the president.

To address this scenario in the short and medium term, Ukraine is pursuing a dual approach: accelerating technology transfers for local production and assembly of defense system components in partnership with international allies, and expanding joint initiatives—such as Project Freya—to develop sovereign interceptors.

However, the Ukrainian government reiterates that the transition toward industrial autonomy does not replace the urgent need for international partners to meet delivery schedules for previously agreed-upon interceptor missiles, an appeal considered vital to maintaining the integrity of the country's airspace.
