The indirect negotiations held in Rome between the delegations of Israel and Lebanon — under direct mediation by the United States — are structured around an effort to regulate the operational mechanics of the ceasefire. The primary objective of diplomacy is to transform the temporary truce into a stable model of border pacification, establishing a binding and auditable timetable for the gradual withdrawal of Israel Defense Forces (IDF) troops from southern Lebanese territory, alongside the expansion of the sovereign control of the State of Lebanon.

1. Political Track and Territorial Transition (Pilot Zones)

The political architecture of the transition provides for the geographic segmenting of southern Lebanon into demarcated sectors ("pilot zones"), in which security authority would be progressively transferred to the Lebanese Armed Forces (LAF).

It demands the immediate and unconditional evacuation of the first Israeli contingent from the initial demarcated areas of Phase 1 to politically enable the deployment of the LAF.

Tel Aviv's Position: Israel conditions the demobilization and retreat of its positions upon a rigorous assessment of the Lebanese army's operational capability to ensure a monopoly on force locally, preventing the power vacuum from being exploited by Hezbollah's infrastructure.

2. Military Track, Security, and Architecture of Guarantees

This axis focuses on standardizing the operational rules of engagement along the Blue Line and defining which entity will hold the legal and monitoring oversight of the agreement.

Conflict over Monitoring Architecture: Divergence remains regarding the regulatory authority. Lebanon and regional actors favor strengthening and centering the mandate of the UN (via UNIFIL), whereas Israel seeks a direct guarantee mechanism led by the United States, citing historical operational shortcomings of the peacekeepers.
 
The Hezbollah Issue: The core impasse regarding disarmament persists. Israel demands objective targets and timelines for the complete dismantling of the group's military and intelligence infrastructure south of the Litani River, while Lebanon points to the internal complexity of the country's political-military ecosystem to reject terms that exceed the strict scope of border patrolling.

3. Legal Track and Prisoner Exchange Mechanism

This track registered the most consistent pragmatic progress of the round, serving as a primary channel for confidence-building measures.

Exchange of Lists and Screening: The parties formalized the exchange of data and preliminary lists regarding detainees and missing persons resulting from recent hostilities.

Legal Classification: A categorical distinction was agreed upon between detained Lebanese civilians and active Hezbollah combatants, granting the International Committee of the Red Cross (ICRC) procedural custody, logistical mediation, and the guarantee of custody standards and repatriation.

Current Situation and Outlook
Although the Rome channel established operational parameters for the humanitarian issue of prisoners and defined technical lines of military coordination, the sessions in the Italian capital concluded without a signed agreement regarding a binding timetable for territorial withdrawal.

The impasse in the political transition, coupled with ongoing friction on the ground and point violations of the truce in southern Lebanon, keeps the process under intense diplomatic stress. The US mediation team envisions technical follow-up meetings to unlock the practical implementation of the pilot zones prior to announcing a new plenary round.
