NCAG and United Nations Advance Coordination on Gaza Recovery Program and Call for Access Guarantees to Begin Works

Committee led by Dr. Ali Shaath aligns the Gaza Recovery Program (GRP) with international agencies to prioritize water, sanitation, and roadway UXO clearance.

The National Committee for the Administration of Gaza (NCAG), led by Chief Commissioner Dr. Ali Shaath, has made progress in strategic coordination meetings with United Nations agencies and multilateral bodies for the implementation of the Gaza Recovery Program (GRP). The plan sets priority guidelines for restoring essential services, recovering infrastructure, and managing the humanitarian crisis in the territory.

In alignment meetings with UN representatives, the NCAG established that the immediate response phase will focus on opening sanitary corridors, restoring water supply, providing energy for critical facilities, and emergency operations for debris sorting and unexploded ordnance (UXO) clearance.

For the plan to transition from blueprint to full operational scale on the ground, the NCAG highlights the urgent need to fulfill critical prerequisites:

Effective Security Guarantees: Consolidation of a stable security environment and operational safeguards for technical and civilian teams working across the Gaza territory.

Access and Border Authorization: Continuous opening of checkpoints for the unrestricted entry of heavy engineering machinery, construction supplies, spare parts, and fuel.

UXO Clearance and Roadway Opening: Neutralization of unexploded ordnance by specialized teams to enable the safe removal of more than 60 million tons of debris.

Multilateral Financing Mechanisms: Allocation and transparent disbursement of international funds under the coordination of the Board of Peace, the World Bank, and the European Union.

"The NCAG is technically prepared to assume civil management, restore public services, and rebuild Gaza. However, moving from planning to direct execution on the ground depends on the unhindered flow of supplies and full protection for workers and specialists in the field," stated the NCAG executive commission.

The committee reaffirms its commitment to technocratic, transparent governance focused exclusively on rebuilding dignified living conditions and infrastructure for the local population.
