U.S. Officials and Moscow Special Envoy Hold Meetings on Ending Ukraine Conflict and Energy Initiatives
U.S. government representatives held talks described as "constructive" with Russian President Vladimir Putin's envoy, Kirill Dmitriev, to discuss paths toward ending the war in Ukraine and explore potential post-conflict energy cooperation between Washington and Moscow.
Dmitriev’s visit to the U.S. capital took place on Monday, September 28, 2026, when the emissary—who also heads Russia’s sovereign wealth fund (RDIF)—met with officials from the U.S. Department of the Treasury and Department of Energy.
According to official statements from U.S. officials, the goals of the diplomatic mission focused on:
Continuing negotiations toward a peaceful and diplomatic resolution to the military conflict in Ukraine;
Discussing guidelines for plans and cooperation in the energy sector between the U.S. and Russia following the end of hostilities.
Recent Diplomatic Momentum
The meeting in Washington comes amid a series of high-level diplomatic moves throughout the month. The week prior to the Washington meetings, President Donald Trump met with Ukrainian President Volodymyr Zelenskiy in New York. Zelenskiy confirmed that discussions included proposals for a potential ceasefire aimed at protecting energy infrastructure targets.
Additionally, White House envoys Steve Witkoff and Jared Kushner traveled to Moscow in early September 2026 for direct meetings with President Vladimir Putin.
