The Peace Architecture for Ukraine: Challenges and Strategic Guidelines at the Negotiation Table

The potential positive nod from Moscow toward formalizing a diplomatic channel brings back to the center of the international debate the urgency of structuring a negotiation table capable of balancing a short-term ceasefire with long-term security guarantees. Leveraging the prior understandings and convergence points built throughout the discussions of the 28-point peace plan serves as an important technical foundation. However, the transition from this accumulation of talks to a definitive agreement runs into the need to transform backchannel understandings into formal commitments accepted by all parties involved.

The existence of previous rounds, partial understandings, and established bases in the 28-point plan acts as a technical framework that avoids the need to start from scratch. Despite this, although the history of talks narrows certain distances, the crucial points of territorial sovereignty and security guarantees continue to face strong structural political resistance. The rush to capitalize on the "ground already covered" without the proper paritary inclusion of Kyiv and European alignment runs the risk of producing a fragile agreement that cannot sustain itself in practice.

To mitigate these risks and ensure the soundness of the process, the ideal architecture of the agreement must be grounded in the following strategic guidelines:

 

Paritary Inclusion and Multilateralism: The negotiation table must not be restricted to bilateral agreements between superpowers (the U.S. and Russia), requiring the formal and direct inclusion of representatives from Ukraine and European partners to ensure legitimacy and allied cohesion.

 

Immediate Ceasefire and De-escalation: The initial short-term priority must be the absolute interruption of hostilities and the stabilization of contact lines, allowing for humanitarian relief and the reduction of material and human losses in Eastern Europe.

Territorial Approach and Suspended Sovereignty: For disputed territories where there are insurmountable impasses over sovereignty, the table must adopt creative transition formulas, such as temporary administrations or special safeguards, avoiding the imposition of territorial outcomes seen as surrender.

 

Conditioning and Gradual Dismantling of Sanctions: The advancement of economic discussions and the eventual relief of sanctions on Moscow must be strictly tied to the progressive compliance with demobilization stages and respect for signed agreements.

Mutually Verifiable Security Guarantees: The establishment of a robust international monitoring mechanism—which prevents the resumption of conflict and ensures both Ukrainian territorial integrity and compliance with neutrality or defense commitments—is the indispensable pillar for the long-term sustainability of the treaty.

The success of international diplomacy will depend on the ability to move past the rigidity of traditional geopolitical interests into a truly inclusive format, transforming the technical legacy of past negotiations into lasting and verifiable peace.
