Security assessments indicate that to consolidate stability in the south of the country and overcome the current unstable truce, Lebanon must clear structural bottlenecks divided into three interdependent fronts: the military and territorial equation, internal political adjustment, and international support for reconstruction.

1. The Military and Territorial Equation

The consolidation of sovereignty requires, as a core condition set by the Lebanese government, the total withdrawal of Israeli forces from the border strip and the cessation of engineering incursions and bombardments. Concurrently, there is an urgent need to provide the Lebanese Armed Forces (LAF) with financial, logistical, and defensive equipment support to bridge the security vacuum south of the Litani River, utilizing "pilot zones" as the initial practical mechanism under test for this transition.

2. Internal Political Adjustment (Disarmament and Sovereignty)

On the institutional political front, the full implementation of international frameworks, such as UN Resolution 1701, demands the establishment of a state monopoly on the use of force, which presupposes the gradual integration or disarmament of combatants in the border zone. This process requires building a national defense pact ensuring that the regular army is unanimously recognized by all factions—including local communities in the south—as the sole legitimate guarantor against external aggression.

3. International Guarantees and Reconstruction

Finally, the sustainability of the process depends on robust external safeguards, materialized through a rigorous verification mechanism under trilateral supervision (the US, France, and regional mediators) to audit violations in real time and mitigate escalation risks. Coupled with this, the safe return of over 800,000 internally displaced persons makes the immediate injection of international funding dedicated to rebuilding destroyed roads, power grids, water systems, and medical facilities imperative.
