The behind-the-scenes talks, mediated by the United States, take place at a critical juncture of logistical and humanitarian assessments, focusing centrally on the consolidation of military safeguards and a pragmatic model of operational transition.

The architecture under debate seeks to overcome the historical impasse between the Lebanese state's sovereignty demands and the security parameters required by Israel. To enable lasting agreements, the plan is structured around five fundamental safeguards defended by Beirut: a total and verifiable cessation of hostilities; a measurable timeline for Israeli military withdrawal beyond the Blue Line; humanitarian guarantees for the assisted return of displaced persons; the operational autonomy and leadership of the Lebanese Armed Forces (LAF) with substantial contingents in the south; and the strengthening of multilateral monitoring committees.

The advancement of the "move-for-move" model:

To unblock the peace process without resorting to "all-or-nothing" scenarios, negotiations rely on sector-based implementation through sequential "Pilot Zones." In this format, the Lebanese Army advances to secure control and demobilization in specific areas, and, following empirical verification, the Israel Defense Forces (IDF) execute the corresponding pullback.
