Diplomatic talks aimed at ensuring definitive peace and security realignment on Lebanon's southern border are taking practical shape with the definition of structural safeguards and a gradual execution model. The plan consolidates the Lebanese state's demands around five fundamental pillars of military, territorial, and humanitarian security, while proposing a pragmatic format for operational transition.

The guidelines place the leadership of the Lebanese Armed Forces (LAF), the verifiable cessation of hostilities, and guaranteed measurable timelines for force withdrawal at the center of stability, enabling the safe return of hundreds of thousands of displaced persons to their home regions.

Core pillars of Lebanon's state safeguards:

 

Cessation of Hostilities and Withdrawal: Immediate halt to air, land, and naval attacks, combined with a dated schedule for withdrawal beyond the Blue Line.

 * Operational Leadership of the LAF: Deployment of substantial troop contingents (15,000 to 20,000 soldiers) to ensure the state's monopoly on force in the country's south.

 

Humanitarian and Assisted Return: Prior demining, restructuring of basic services, and logistical support for the displaced civilian population.

 

Multilateral Oversight: Rigorous operation of international real-time monitoring committees to mediate disputes and investigate violations impartially.

The pragmatic model of gradual execution:

To overcome traditional political and military impasses, resolving the crisis relies on implementation through sequential "pilot zones." In this arrangement, the Lebanese Army advances sector by sector to secure control and demobilization in specific areas, while Israeli forces execute the corresponding pullback in a coordinated manner.

The framework also conditions international aid packages for the reconstruction of civil infrastructure on strict compliance with security milestones by Lebanese authorities, isolating tactical management of border incidents from long-term diplomatic disputes.
