Despite diplomatic progress announced by the Board of Peace and international mediators, the practical implementation of the transition plan for the Gaza Strip faces a critical hurdle: disagreement over the sequencing and timing of disarmament and troop withdrawal steps.
Bringing the agreement to fruition hinges on opposing views regarding the sequence of security guarantees:

Israel's Demand: The Israeli government reiterates that the withdrawal and pullback of the Israel Defense Forces (IDF) remain strictly contingent upon the prior, verifiable, and effective disarmament of Hamas and other armed groups.

Hamas's Condition: Conversely, group leadership conditions the progressive handover of weaponry on a total cessation of military operations and the withdrawal of Israeli forces as a security prerequisite.

Mediators in the process — Egypt, Qatar, and Türkiye —, in coordination with negotiation teams, are working to establish a simultaneous verification schedule. The goal is to create an international guarantee framework that enables the parallel execution of military pullback and weapons surrender under the oversight of the International Stabilization Force.
