The Government of Ukraine has announced the institutional repositioning of Mykhailo Fedorov, who will now head a super-ministry focused exclusively on serving as the core hub for managing and coordinating the nation's military technology and innovation ecosystem. The move redirects Fedorov's role away from the administrative and political routines of the Ministry of Defense to concentrate on the strategic coordination of the defense forces' technological modernization.
The new framework under Fedorov's leadership centers its operations on three priority pillars:
1. Asymmetric Warfare and MilTech: Large-scale expansion of national production of autonomous systems (aerial, naval, and ground) and missiles, defense market regulation for exports to strategic partners, and the integration of artificial intelligence for swarm warfare and target processing.
2. Cyber Warfare and Critical Connectivity: Safeguarding the country's digital sovereignty, protecting critical infrastructure against cyberattacks, and directly managing strategic communication and satellite networks for the Armed Forces.
3. Private Sector Integration: Streamlining procurement processes with domestic and global technology startups, alongside consolidating the "Test & Deploy" model to accelerate prototype testing and deployment in real combat environments.
While the high command of the Armed Forces shifts its focus exclusively to operational strategy and troop planning under General Mykhailo Drapatyi, the ministry led by Fedorov establishes itself as the technological supply engine for Ukrainian defense. The directive aims to ensure the country's capacity to counter numerical asymmetries through the intensive use of real-time data and autonomous systems.
