STALEMATE AND ARMED PEACE: THE NEW SECURITY LANDSCAPE ON THE ISRAEL-LEBANON BORDER

Following a reduction in high-intensity clashes starting in mid-June, the region along Israel's northern border and southern Lebanon is transitioning into a fragile truce marked by intensive diplomatic mediation, the continued presence of buffer zones, and the challenge of returning hundreds of thousands of displaced persons.

After months of severe military escalation—driven by the spillover of the regional conflict with Iran—the scenario in northern Israel and southern Lebanon is showing a significant shift. Since mid-June, ceasefire arrangements brokered by an international diplomatic task force led by the United States and international mediators have brought an end to large-scale operations. However, local stability remains under a heightened state of alert.

The transition from an intensive offensive phase to the current state of "armed peace" is the result of a combination of strategic and diplomatic factors:

Regional Containment: De-escalation of direct tensions and the establishment of indirect channels of communication between Washington, Tehran, and Tel Aviv have relieved pressure on the Lebanese front.

International Mediation and Resolution 1701: Efforts are focused on the strict implementation of UN Security Council Resolution 1701, aimed at strengthening the Lebanese Armed Forces (LAF) south of the Litani River and pushing non-state actors away from the border strip.

Focus on Structural Security: After destroying critical Hezbollah infrastructure near the demarcation line, the Israel Defense Forces (IDF) established strategic buffer positions. The primary objective of the Israeli government has shifted toward establishing permanent security guarantees to enable the safe return of tens of thousands of residents to Upper Galilee.

Humanitarian Toll and Internal Pressure: With over 1.2 million people displaced in Lebanon and severe damage to civilian infrastructure in the south, political and socioeconomic pressure on local leadership intensified calls for restraint.

Ground Reality and Pending Impasses

Despite the sharp decline in the volume of airstrikes and bombardments, the operational situation along the border strip remains complex. Israel maintains control over operational positions in southern Lebanon, conditioning a full withdrawal on the verification that no active threat remains in the area. On the other hand, the reconstruction of southern Lebanon and the return of the civilian population face severe logistical hurdles and security restrictions.

While the central Lebanese government has signaled measures to restrict autonomous military activities within its territory, the full disarmament of militias and the final determination of territorial control remain the primary friction points. Sporadic incidents and reconnaissance flights continue to be recorded, underscoring that the sustainability of the ceasefire will depend on international diplomacy's ability to consolidate lasting institutional arrangements in the coming weeks.
