Fourth Round of Negotiations Begins in Washington Seeking Israel-Lebanon Truce Under U.S. Mediation

While the White House signals an initial agreement for a reciprocal cessation of attacks, Israeli Defense maintains ground operations and demands Hezbollah’s retreat beyond the Litani River.

The fourth round of direct negotiations between delegations from Israel and Lebanon began this Tuesday at the U.S. Department of State headquarters. Conducted under heavy mediation by United States diplomacy, the meeting seeks to establish terms for a ceasefire amidst escalating tensions in the region. Although mediators in Washington report progress behind the scenes, the reality on the ground reflects a deep strategic and military impasse between the parties.

At the onset of the talks, President Donald Trump stated he had held direct phone conversations with Israeli Prime Minister Benjamin Netanyahu and interlocutors from the Lebanese Shiite leadership. 

According to the White House, an initial framework for a reciprocal cessation of hostilities has been outlined, alongside an explicit guarantee that no Western or U.S. troops will be deployed to Beirut. 

The technical sessions are being coordinated by Acting Deputy National Security Advisor Mike Needham and Dan Holler from the Department of State, with the direct participation of ambassadors from both nations.

Sovereignty and Reciprocity: The Lebanese Position

The Lebanese delegation entered the negotiation table backed by Hezbollah’s consent to accept a mutual truce. Beirut’s priority is the immediate halt of bombings and ground incursions in the southern part of the country. The Lebanese government maintains that any diplomatic resolution must strictly respect the territorial integrity and sovereignty of the Lebanese State, requiring a simultaneous end to Israeli military offensives.

Military Inflexibility: Israel's Response

Conversely, statements from Israel's high-ranking defense officials indicate that diplomatic progress in Washington has not altered the pace of field operations. Israeli Defense Minister Israel Katz categorically stated today that military actions in southern Lebanon will continue under any circumstances. Tel Aviv’s strategy remains focused on the disarmament of Hezbollah and the forced retreat of its positions beyond the geographical boundary of the Litani River, conditioning peace on permanent security guarantees along the northern border.

The Regional Context

The viability of the terms discussed in the American capital remains overshadowed by external pressures. Iran has signaled that it keeps indirect channels of communication open with Washington, but warned of the risk of a massive regional counter-offensive should Israel's unilateral attacks and incursions against Lebanese territory persist while the talks are underway.

Bilateral and technical meetings are expected to continue over the coming days at the Department of State. International analysts point out that the success of the forum will depend on the mediators' ability to reconcile Israel's security requirements with the preservation of Lebanon's territorial sovereignty.
