UN warns of “unprecedented” escalation of violence in Ukraine and collapse of diplomatic truces

With over 15.8k civilians killed and humanitarian aid operating at a 75% deficit, the United Nations demands immediate action from the Security Council and denounces targeted technological attacks against rescue teams.

In an urgent session of the United Nations Security Council held this Tuesday, the organization presented an alarming overview of the worsening war in Ukraine. The new report from the Department of Political Affairs exposes a reality of unprecedented violence, marked by the collapse of temporary truces, the expansion of cross-border shellings, and direct, deliberate drone attacks against international humanitarian operations.

The Human Toll in Numbers

Since the beginning of the Russian invasion in February 2022, the civilian casualty toll has reached catastrophic levels:

Over 15,850 civilians killed, including 791 children.

 

Over 44,000 confirmed injured.

 

10.8 million people in dire need of assistance.

The report also points out that the violence has crossed borders, with large-scale shellings recorded in residential areas of Russian cities such as Moscow and Ryazan, claiming innocent lives. The UN reiterated its vehement condemnation of any attacks on civilian infrastructure, regardless of where they occur, classifying them as grave violations of international law.

Technological Attacks and Humanitarian Crisis

The severity of the conflict reached a dangerous new threshold with the use of FPV drones to target clearly marked UN vehicles on previously notified missions in the Ukrainian regions of Kherson and Dnipropetrovsk. These attacks directly disrupted operations of the World Food Programme (WFP) and the Office for the Coordination of Humanitarian Affairs (OCHA).

Edem Wosornu, Assistant Secretary-General for Humanitarian Affairs, warned of a chronic underfunding of relief operations. Currently, there is a deficit of nearly $1.7 billion, with only 25% of the budgeted $2.3 billion received.

"Without immediate financial mobilization, we will be forced to make impossible choices about who receives assistance, drastically deepening the suffering of the population," stated Wosornu.

Fragile Diplomatic Progress

Despite the paralysis in formal diplomacy and the mutual violation of a recent three-day ceasefire — which was followed by an even more aggressive Russian offensive — the report highlighted a rare breakthrough: the initiation of a large-scale exchange of 2,000 prisoners of war, with the agreed release of the first few hundred soldiers. The personalized repatriation of forcibly transferred Ukrainian children remains a critical priority for the organization.

Global Appeal

The United Nations urges the Security Council to leverage its international influence to demand respect for humanitarian law, ensure the voluntary evacuation of civilians to safe zones, and establish conditions for the immediate and unconditional resumption of peace talks toward a definitive ceasefire.
