Delegation Structure and Technical Working Groups for Black Sea Protocol in Istanbul
ISTANBUL TALKS BRING TOGETHER DIPLOMATS, NAVAL OFFICERS, AND UN EXPERTS IN TECHNICAL GROUPS FOR THE BLACK SEA
Deliberations in Istanbul aimed at consolidating the Black Sea sectoral protocol are progressing with the direct involvement of multidisciplinary delegations.
Mediated by Türkiye and overseen by the United Nations, diplomats, naval officers, and infrastructure specialists from Ukraine and Russia are participating in working groups focused on the operational viability of the maritime corridor.
The structure of the discussions is divided into specialized technical teams designed to independently address naval navigation safety and commercial verification protocols.
1. DELEGATION COMPOSITION
Türkiye (Host Nation and Mediator): Representatives from the Ministry of Foreign Affairs and officers from the Ministry of National Defense, tasked with dialogue facilitation and military-logistical coordination.
United Nations (UN): Experts from the Department of Political and Peacebuilding Affairs (DPPA) and international trade specialists from the United Nations Conference on Trade and Development (UNCTAD).
Ukraine: Naval officers and Ministry of Defense attachés, alongside diplomats and Ministry of Infrastructure technical teams focused on the management of the Odesa, Chornomorsk, and Pivdennyi port complex.
Russian Federation: Representatives from the Ministry of Defense (military logistics and Naval Forces) and diplomats from the Ministry of Foreign Affairs (MID) focused on security protocols and commodity shipping.
2. ACTIVE WORKING GROUPS
Technical and Naval Panel: Composed of naval officers from Türkiye, Russia, and Ukraine, dedicated to hydrographic mapping, coordination of demined routes, and demarcation of safe transit corridors.
Inspection and Logistics Panel: Composed of civilian experts and inspectors from the UN, Türkiye, and trade departments from both parties, tasked with standardizing cargo audit routines at the Joint Coordination Center (JCC).
3. OPERATIONAL OUTLOOK
The simultaneous operation of naval and logistical fronts aims to ensure that the final draft of the protocol contains immediately actionable field parameters. Clear definitions of each delegation's technical responsibilities reflect the commitment required to stabilize the global flow of grain and fertilizers.
