Although the technical design is fully finalized, operational rollout requires fulfilling four essential prerequisites, ranging from high-level political decisions to local security clearances.

The Sequencing Deadlock: Identified as the primary diplomatic bottleneck, the impasse centers on aligning timelines. The model calls for simultaneous, proportional disarmament and military withdrawal. However, Israel demands the total completion of factional disarmament across Gaza before repositioning troops behind the "Yellow Line." Conversely, Hamas conditions the surrender of each batch of heavy weapons on the immediate, certified pullback of Israeli forces.

 

Deployment of the Stabilization Force (ISF): Establishing the perimeter requires positioning the International Stabilization Force (ISF) on the ground. Despite preliminary approval from the Israeli cabinet for an initial contingent of roughly 200 military personnel from partner nations (such as Morocco and Uganda), the international force awaits formal authorization to serve as a security buffer in the Rafah pilot zone.

Accreditation of the National Administrative Committee (NCAG): Composed of independent Palestinian technocrats and experts under the leadership of Ali Shaath, the committee tasked with managing civic governance and essential services awaits final security guarantees and credentials to physically establish its headquarters in the area.

Execution of the Final Protocol: On-site inspection operations by the International Verification Committee (IVC) require a signed 14-day timeline for inventorying, disabling, and securing armaments within the first pilot zone. Proceeding with this process requires prior, explicit authorization from military commanders on both sides.
