Official trip by Cardinal Paul Richard Gallagher reopens direct dialogue with the Kremlin, reinforces calls for a ceasefire, and consolidates the Vatican as an international mediation bridge.

The Holy See concluded on Friday (28) the five-day diplomatic visit of the Secretary for Relations with States, Cardinal Paul Richard Gallagher, to Moscow. The mission, widely and strategically covered by international media outlets such as Crux, The Tablet, and Religion News Service, marked the consolidation of the Vatican as one of the few Western institutions maintaining direct, high-level dialogue simultaneously with the Russian government and the Moscow Patriarchate.

During official engagements, the pontifical representative firmly reiterated the Holy See's stance that the conflict in Eastern Europe has no solution through military means, demanding an immediate ceasefire and the resumption of formal negotiations. Gallagher offered the moral authority and diplomatic structures of the Vatican as a neutral peace facilitator, paving the way for further developments in the humanitarian mission led by Cardinal Matteo Zuppi.

Key Outcomes and Mission Pillars:

Diplomatic Opening and Kremlin Dialogue: Russian Foreign Minister Sergei Lavrov expressed Moscow's readiness to resume direct political consultations at the level of deputy ministers and technical experts. Diplomatic talks were complemented on August 26 by a closed-door meeting with Yuri Ushakov, Vladimir Putin's chief Foreign Policy Advisor, focusing on international security and practical conditions for halting hostilities.

 

Humanitarian Cooperation: Both sides agreed to maintain and accelerate mechanisms for the exchange of prisoners of war and ongoing negotiations for the repatriation of children and minors affected by the conflict.

 

Ecumenical and Institutional Front: In meetings with Metropolitan Anthony of Volokolamsk and during a visit to the Cathedral of Christ the Savior — where he paused in prayer before the icon of Our Lady of Vladimir —, the Vatican delegation sought to strengthen dialogue with the Russian Orthodox Church while receiving reports regarding the religious situation in the region.

 

Pastoral Dimension: On August 27, Cardinal Gallagher presided over a solemn Mass at Moscow's Cathedral of the Immaculate Conception, urging the local Catholic community to act as "peacemakers" amid global divisions.

Although the meeting with Sergei Lavrov exposed substantial differences regarding the root causes of the conflict — with Gallagher emphasizing that continued fighting undermines future reconciliation —, the Russian government praised the Holy See's "balanced stance," ratifying the effectiveness of the humanitarian channel established between the parties.

With the conclusion of the trip and the delegation's return to Rome, the Holy See revalidates its active neutrality, positioning pontifical diplomacy as a permanent space for political mediation and humanitarian convergence.
