The implementation of peace initiatives and the deployment of the Lebanese Armed Forces (LAF) in the south of the country face a structural challenge that threatens the consolidation of public authority: the critical mismatch between the sovereignty mandate conferred upon the state and its actual military deterrence capacity on the ground.
Structural Mismatch and Firepower Asymmetry
From a technical standpoint, the Lebanese Army operates under severe historical constraints, marked by the absence of an integrated medium- or long-range surface-to-air missile defense system or high-capacity radars. This vulnerability means that state troops at advanced outposts in the south remain passive observers of foreign airspace violations. Furthermore, this firepower asymmetry is compounded by decades of budget restrictions and embargoes, which largely limit the LAF's apparatus to light patrol equipment, in stark contrast to the advanced military technology and heavy artillery operated by other actors in the region.
Political Risks and Governance Challenges in Pilot Zones
The tactical inertia forced by a lack of operational means generates direct consequences for public perception and political stability. The presence of state units just a few kilometers from villages experiencing demolitions and airstrikes, lacking the capacity for response or interdiction, fuels civilian frustration and projects an image of impotence before the local population. This scenario jeopardizes the sustainability of the "pilot zones": if troops are viewed merely as a symbolic force incapable of providing basic physical security, the state's institutional authority will suffer continuous erosion, strengthening society's reliance on parallel power structures that maintain armed response capabilities.
