The arrangement under debate seeks to overcome the historical impasse between the sovereign demands of the Lebanese state and the uncompromising defense parameters required by Israel. While Beirut calls for an end to bombings, a measurable timetable for withdrawal beyond the Blue Line, guarantees for the return of displaced persons, and the deployment of 15,000 to 20,000 Lebanese Armed Forces (LAF) soldiers to ensure the state's monopoly on force, Tel Aviv conditions agreements on the compulsory disarmament of Hezbollah south of the Litani River and the preservation of operational freedom for preventive actions.
